". . . 'freedom of faith and conscience. . . shall be inviolable'  Accordingly, this means that no one can be obliged by State powers to act against his or her conscience.  Freedom of conscience is a norm of fundamental value and of high constitutional status, which is to be respected in the framework of every activity of State authorities.  This is a continuous jurisprudence of the Federal Constitutional Court and of the Federal Administrative Court."*
