The following amendment to the state health law  was approved by the state legislature in Nuevo León on 22 October, 2019.  It was vetoed by the governor.

Artículo Unico- Se reforman las fracciones III y IV, y se adiciona un fracción V, todas del articulo 48 de la Ley Estatal de Salud, para quedar como sigue:

III. Las bases de coordinación, que conforme a esta ley se definan entre las autoridades educativas y sanitarias del estado;

IV. El personal médico y de enfermería que forme parte del sistema estatal de salud, podrán ejercer la objeción de conciencia y excusarse de participar en la presentación de servicios que establicece esta ley.

IV.  The medical and nursing staff that are part of the state health system may exercise conscientious objection and excuse themselves from participating in the presentation of services established by this law.

Cuando se ponga en riesgo la vida del paciente o se trate de una urgencia médica, no podra invocarse la objeción de conciencia, en caso contrario se incurrirá en la causal de responsabilidad professonal;

When the patient's life is put at risk or it is a medical emergency, the conscientious objection cannot be invoked, otherwise the cause of professional responsibility will be incurred;
